中欧蓝色产业园城市设计及启动区建筑概念设计国际竞赛即将开赛，现面向全球设计团队开放预报名及参赛意向登记。

International Competition for Urban Design of China-EU Blue Industry Park and Architectural Concept Design of the Start-up Area is about to kick off and the pre-registration now opens to interested design teams all around the globe. 

本次竞赛由深圳市特区建设发展集团有限公司主办，深圳市特区建发海洋产业发展有限公司、深圳市城市规划设计研究院股份有限公司联合承办，其目的是面向全球征集具有前瞻性、创新性和实施性且体现海洋特色的园区空间方案。

This Competition, hosted by Shenzhen SEZ Construction And Development Group Co.,Ltd., and organized by Shenzhen SEZ Construction And Development Group, Marine Industry Development Co., Ltd., and Urban Planning And Design Institute Of Shenzhen, calls for visionary, innovative and implementable high-quality architectural concept design proposals that reflect the marine characteristics.

项目背景

Background

海洋新城地处珠江口东岸，粤港澳大湾区核心区域，是深圳落实国家海洋强国发展战略、建设深圳全球海洋中心城市的重要空间载体。2023年，海洋新城完成土地整理，市政道路配套及生态修复逐步开展，片区建设进入崭新阶段，未来将建设成为“海洋之城、生态之城、智慧之城、未来之城”。

Located on the east bank of the Pearl River Estuary and in the core of Guangdong-Hong Kong-Macao Greater Bay Area, the New Marine City is an important space carrier for Shenzhen to implement the national development strategy of building China into a maritime power and realize the city’s ambition of evolving into a global center for marine economy. By 2023, the New Marine City has completed the land reclamation and the kick-off of the municipal road construction and ecological restoration. This signaled a new stage in shaping the New Marine City into a "marine city, ecological city, smart city, and future city".

中欧蓝色产业园位于海洋新城南部片区，是海洋新城海洋产业核心集聚区，目前已具备开发建设条件。中欧蓝色产业园将为海洋产业国际合作提供高质量的发展空间，助力海洋新城建成全球海洋中心城市先锋范例。

China-EU Blue Industry Park is in the southern part of the New Marine City, as a core agglomeration of marine industries, has the conditions required for construction. It will offer spaces for high-quality development of international cooperation on marine industries and help build Shenzhen into a pioneering paradigm of global center for marine economy.

为充分发挥中欧蓝色产业园的战略价值，落实海洋新城高标准建设要求，深圳市特区建设发展集团有限公司启动《中欧蓝色产业园城市设计及启动区建筑概念设计国际竞赛》（以下简称“国际竞赛”），旨在探索先进、前瞻及可持续的发展理念，构建中欧蓝色产业园开发指导框架。

In the hope of fully leveraging the strategic value of China-EU Blue Industry Park and in response to the high-level development requirements of the New Marine City, Shenzhen SEZ Construction and Development Group Co., Ltd. launched the “International Competition for Urban Design of China-EU Blue Industry Park and Architectural Concept Design of the Start-up Area”(herein after referred to as the “International Competition”), soliciting advanced, far-sighted and sustainable development ideas that can help build a guiding framework for the development of China-EU Blue Industry Park.

竞赛范围

Work Scope

本次国际竞赛范围包含城市设计范围和启动区建筑概念设计范围。

The International Competition involves scope of urban design and scope of architectural concept design for the Start-up Area.

1．城市设计范围（1平方公里）：即中欧蓝色产业园范围，西起港池水系，东抵蓝帆路、沿江高速生态湿地，南至和平涌路，北达南连通渠，规划用地面积约1平方公里。

1. Scope of urban design for China-EU Blue Industry Park (1 square kilometer): China-EU Blue Industry Park, defined by the harbor basin water system on the west, Lanfan Road and the ecological wetland along Riverside Highway on the east, Hepingchong Road on the south and the soufthern connecting canal on the north, covering a land area of about 1 km².

2．启动区建筑概念设计范围（24.8公顷）：南至凤塘南街，东至蓝帆路，北至南连通渠，西至港池水系，用地面积约24.8公顷。其中重点建筑概念设计范围2.1公顷。

2. Scope of architectural concept design for the Start-up Area (24.8 hectares): defined by Fengtangnan Street on the south, Lanfan Road on the east, the southern connecting canal on the north and the harbor basin water system on the west, covering a land area of about 24.8 ha; the scope of key building architectural concept design extends 2.1 ha.

竞赛内容Work Contents

本次国际竞赛以打造中欧蓝色合作枢纽、世界级蓝色经济创新区为目标，竞赛内容主要包含中欧蓝色产业园城市设计方案及启动区建筑概念设计方案。

The international competition aims to create a China-EU blue cooperation hub and a world-class blue economy innovation zone. The competition mainly includes urban design proposals for China-EU Blue Industrial Park and architectural concept design proposals for the start-up area.

1．中欧蓝色产业园城市设计方案：明确中欧蓝色产业园的目标愿景及功能定位，研究产业相关功能，提出产业发展和全时全业态运营策划思路，同时对整体空间结构、公共空间系统、道路交通系统、地下空间等方面进行系统化设计。

1. Urban design proposals for China-EU Blue Industry Park: Clarify the goals, vision and functional positioning of China-EU Blue Industrial Park, conduct research on the functions related to the industry, propose ideas for industrial development and full-time and all-format operational planning, and comprehensively and systematically design the overall spatial structure, public space system, road traffic system, underground space, and other aspects.

2．启动区建筑概念设计方案：提出建筑方案总体布局，对整体空间形态、功能业态、公共空间组织、重要节点、交通组织及步行环境合理布局和设计。针对重点地块建筑的设计理念、功能分区、流线组织、平面布局、立面及剖面进行设计，并提出分期建设思路。

2. Architectural concept design proposals for the Start-up Area: Propose the overall layout of the architectural plan, including reasonable arrangement and design of the spatial form, functional format, organization of public spaces, important nodes, traffic organization, and pedestrian environment. For the design of key building blocks, propose design concepts, functional zoning, flow organization, floor plan layout, façade, and section design, and provide a phased construction plan.

报名要求

Registration Requirements

国内外设计机构或联合体均可自由报名参加本次竞赛，不设资质要求。不接受个人名义报名。允许联合体报名，联合体成员不超过3家。满足以下要求的设计机构或联合体优先考虑：

（1）熟悉中国国情；

（2）具有欧洲、香港、新加坡等地创新产业园区设计实践经验；

（3）具有滨海产业园区设计实践经验；

（4）具有较强的建筑设计能力；

（5）具有对接施工图能力和经验的国内外设计机构或联合体。

Domestic and overseas design companies or consortia are welcome to register for this competition, and there are no qualification requirements. Individual is not accepted.A consortium is accepted, with no more than 3 members.Priority will be given to the design teams or consortia that meet the following requirements:

(1)Acquaintance with China's national condition;

(2)Design experiences in innovative industrial parks in Europe, Hong Kong, Singapore, etc.;

(3)Design experiences in coastal industrial parks;

(4)Strong architectural design capabilities;

(5)Ability and experience to coordinate construction drawings and implement construction.

计划安排

Schedule

本次国际竞赛分“报名及资格预审”、“国际竞赛及评审”和“成果整合”三个阶段进行。

The International Competition will include three stages: "Registration & Prequalification", "International Competition", and "Proposal Consolidation".

计划5月在全球范围内公开征集设计机构参与竞赛，由资格预审委员会对报名的设计机构进行预审，从中择优选取四家设计机构或联合体（无排序）参与下一阶段国际竞赛，最后由主办单位组织专家评审并确定中标单位。中标单位将承担后续深化工作。

It is planned to initiate the open call for entries worldwide in May. A qualification review committee will conduct a pre-qualification review of the registered design agencies and select four outstanding design agencies or consortia (in no particular order) to participate in the next stage of the international competition. Finally, the organizer will organize an expert review to determine the winning bidder. The winning bidder will be responsible for the subsequent consolidation work.
