　　飞龙湖科创研发中心及配套设施项目位于飞龙湖生态区核心区域，建设规模约20万平方米，其中地上建筑面积约14万平方米，总投资13亿元。作为飞龙湖区块的核心地标建筑，重点聚焦企业家与科学家“两家”人群，同时兼顾周边区域的市民游客、亲子家庭等群体的核心需求，未来将打造成为集科研办公、商贸展示、购物休闲、文化娱乐、运动体验等新消费场景于一体的城市活力综合体，成为带动飞龙湖片区发展的活力引擎、观览飞龙湖区的城市观景台，以及感受飞龙湖魅力的打卡点，对于飞龙湖生态区的发展具有重要意义。
　　The Feilong Lake Science and Technology Innovation Research and Development Center and its supporting facilities will be situated in the core area of the Feilong Lake Ecological Zone.The project encompasses a construction area of approximately 200,000 square meters,including 140,000 square meters of above-ground building space.The total investment for the project is estimated at 1.3 billion yuan.As a landmark building in the Feilong Lake area,the project will primarily serve the needs of entrepreneurs and scientists,while also catering to local residents,tourists,and families.The center aims to become a vibrant urban complex that includes research and office spaces,commercial displays,shopping and leisure areas,cultural and entertainment venues,and sports facilities.It is expected to serve as a dynamic engine driving the development of the Feilong Lake area,an urban observation deck for Feilong Lake,and a popular attraction,thereby playing a significant role in the ecological zone’s development.

　　本项目研究范围位于飞龙湖以南、规划支路三以北、桐江大道以东、桐屿大道以西，总用地面积1.05平方公里(详图2)。
　　The research area for this project is situated south of Feilong Lake,north of planning branchway 3 Road,east of Tongjiang Avenue,and west of Tongyu Island Avenue,encompassing a total land area of 1.05 square kilometers(refer to Diagram 2).

　　本项目由4个地块、地块东侧代征道路及绿地组成，总用地面积10.43公顷。其中地块1用地面积2.01公顷，地块2用地面积约为1.47公顷，地块3用地面积1.74公顷，地块4用地面积2.35公顷。代征道路及绿地2.86公顷（详图3）。
　　This project consists of four plots,in addition to the eastern reserved roads and green space,covering a total land area of 10.43 hectares.The land area distribution is as follows:2.01 hectares for plot 1;1.47 hectares for plot 2;1.74 hectares for plot 3;2.35 hectares for plot 4.The reserved roads and green spaces account for an additional 2.86 hectares(refer to Diagram 3).

　　The design scheme submission for this competition will include the following main design contents.The specific contents shall be subject to the Design Brief.
　　2.1业态研究
　　Business Layout Research
　　深入研究飞龙湖区块城市设计，调研项目周边商业、办公、酒店等设施布点及定位，明确本项目的市场定位。项目需与周边其他设施（含规划商业、办公及酒店等）错位发展，并符合飞龙湖区块整体规划要求。内容包括但不限于：整体定位、主要功能及配比、商业定位及业态初步研究等，为项目开发建设和后期运营提供依据。
　　Conduct an in-depth analysis of the urban design of the Feilong Lake area,investigating the distribution and positioning of surrounding commercial,office,and hotel facilities,to clarify the market positioning of this project.The project should develop in a manner that complements other facilities in the vicinity(including planned commercial,office,and hotel facilities)and aligns with the overall planning requirements of the Feilong Lake area.The research should encompass,but not be limited to,overall positioning,primary functions and ratios,preliminary study on commercial positioning and business models,providing a basis for project development,construction,and subsequent operations.
　　2.2概念方案设计
　　Conceptual Scheme Design
　　针对设计范围内的4个地块进行概念方案设计，内容包括但不限于：设计理念、总图布局、立面造型、主要功能平面布局、竖向设计、投资估算等。
　　Develop conceptual scheme designs for four plots within the designated design area.The design should include,but not be limited to:design philosophy,master plan layout,façade design,main functional floor layouts,vertical design,and investment estimation.
　　2.3概念方案深化
　　Conceptual Scheme Refinement
　　与全流程商业管理公司配合，完成飞龙湖科创研发中心及配套设施项目建筑概念方案设计的深化工作，相应成果（应基本满足报规深度）提交后续单位（后续方案、初步及施工图设计单位单独招标）进行方案报规等相关流程。
　　Complete the refinement of the architectural conceptual scheme design for the Feilong Lake Science and Technology Innovation Research and Development Center and supporting facilities project.The relevant deliverables(which should meet the depth requirements for planning submissions)will be provided to the subsequent entities(which will be separately tendered for follow-up scheme design,preliminary and construction drawing design)for planning submission processes and other related procedures.
　　3.1报名要求
　　Registration Requirements
　　（1）报名单位必须持有在所在国家注册的合法有效的营业执照（或在境外等同于营业执照的合法证照），且为独立法人。法定代表人为同一个人的两个及两个以上法人企业或机构，母公司及其全资子公司，相互有控股关系的公司，视为同一参赛单位，不得同时报名。拒绝非独立法人或以自然人名义报名参赛。
　　All applicant units must hold a valid business license registered in their respective countries(or equivalent legal documents overseas)and must be independent legal entity.Enterprises or institutions with the same legal representative,parent companies and their wholly-owned subsidiaries,and companies with a controlling relationship will be regarded as the same applicant and cannot register simultaneously.Entries from non-independent legal entities or natural persons will not be accepted.
　　（2）参赛单位可单独作为参赛申请人，或与其他参赛单位组成联合体参赛申请人（以下简称联合体）报名，联合体成员（含牵头单位）数量不超过3家，因本项目包含功能业态研究，鼓励境内外设计单位与具备业态研究能力的单位组成联合体报名。同时，联合体各方不得再单独或以其他名义与其他企业或机构组成联合体参加本次征集活动。联合体各成员需签署具有法律效力的《联合体协议》，明确牵头单位和各方的分工、权益份额比例等，如各方分工有权责不清或遗漏，联合体牵头单位负有兜底责任。中国境外（含港澳台地区）参赛单位如在中国境内无子公司或分公司，须与1家境内单位组成联合体参加。
　　Applicants may register individually or form a consortium with other applicants(hereinafter referred to as the consortium).The number of consortium members(including the leading unit)shall not exceed three.As this project includes market research,design entities from both domestic and international markets are encouraged to form a consortium with entities capable of market research.Additionally,each member of the consortium cannot separately or under other names form a consortium with other enterprises or institutions to participate in this solicitation.Each member of the consortium must sign a legally binding“Consortium Agreement”,specifying the leading entity and the division of labor and equity shares among the parties.The leading unit of the consortium shall be responsible if the division of labor of all parties has unclear rights and responsibilities or omissions.If the applicant is an international entity(including those from Hong Kong,Macao,and Taiwan)without a subsidiary or branch in Mainland of China,it must form a consortium with a domestic entity to participate.
　　（3）报名单位（含联合体或其成员单位）为境外单位的，须在其所在的国家或地区具有合法注册的相关营业范围；为了保证沟通协调的顺畅有效，要求报名单位负责沟通协调的人员通晓汉语。
　　For smooth and effective communication,applicants(including the consortium or its members)that are international entities must have legally registered relevant business scope in their respective countries or regions,and the personnel responsible for communication and coordination should be proficient in Mandarin.
　　（4）本次报名不设资质要求。
　　There are no qualification requirements for this registration.
　　（5）业绩要求：报名的单位（含联合体）近6年（2018年1月1日至今）具有不少于3个类似项目业绩（业绩类型至少满足以下其中两项）：
　　Performance Requirements:The applicants(including the consortium)must have at least three similar project achievements in the past six years(from January 1,2018,to present),meeting at least two of the following types:
　　1）具有商业街、商业综合体等相关业绩；
　　Commercial streets,commercial complexes,etc.;
　　2）具有高层办公（或酒店）相关业绩；
　　High-rise office buildings(or hotels);
　　3）具有文化体育等公建设施相关业绩。
　　Public cultural and sports facilities.
　　3.2报名方式
　　Registration method
　　1、本次征集报名时间为2024年8月16日至2024年8月30日9:00～17:00（北京时间，下同）。
　　1.The registration period for this round of solicitation is from 9:00-17:00 on August 16,2024 to August 30,2024(Beijing time,the same below).
　　2、申请单位需于2024年8月30日17:00前扫描二维码登录并登记报名信息，下载《报名表》及《保密承诺》，填写并盖章，将扫描文件发送至邮箱feilonglake 163.com。
　　2.The application agencies need to scan the QR code before 17:00 on 30/8,2024,log in and register the application information,Download the"Registration Form"and"Confidentiality Commitment",fill them out and stamp them,and send the scanned files to the email：feilonglake 163.com.
　　3、组织单位收到报名信息后审核无误，将在1个工作日内回复邮件发送《设计任务书》、《征集规则》及相关附件资料的下载链接。
　　3.After receiving the registration information,the solicitation organization will review and confirm it is correct.Within one working day,they will reply to the email and send the download links for the"Design Task Book","Solicitation Rules",and related attachment materials.
　　4.资格预审申请文件递交要求，详见《飞龙湖科创研发中心及配套设施项目概念方案国际征集征集规则》，递交时间为2024年9月4日17:00前。
　　4.The requirements for submitting the pre qualification application documents are detailed in the International Solicitation Rules for the Concept Proposal of Feilong Lake Science and Technology Innovation Research and Development Center and Supporting Facilities Project.The submission deadline is 17:00 on September 4th,2024.
　　☆递交截止时间如有调整以最新公告通知的为准。资格预审申请文件以最终收到的纸质资料为准，在截止时间以后收到的报名资料将不予受理。
　　☆If the submission deadline is adjusted,the latest notice shall prevail.Pre-qualification application documents are subject to the final receipt of paper documents.Registration documents received after the deadline will not be accepted.
　　本次国际征集采用“公开报名-资格预审”的方式，征集工作分为三个阶段进行：第一阶段为“公开报名、资格预审及概念提案遴选阶段”，第二阶段为“概念方案编制及评审阶段”；第三阶段为“概念方案深化阶段”。
　　This international solicitation adopts a“public registration–prequalification”approach and is divided into three stages:the first stage is“public registration,prequalification,and concept proposal selection stage”,the second stage is“concept scheme preparation and review stage”,and the third stage is“concept scheme refinement stage”.
　　4.1第一阶段-公开报名、资格预审及概念提案遴选阶段
　　First Stage-Public Registration,Prequalification,and Concept Proposal Selection
　　（1）组织单位组建资格预审评审委员会，成员由规划、建筑、商业运营等相关专业背景专家及主办方代表7人及以上（总数为奇数）组成评审委员会，由评审主席主持评审工作。
　　The organizing entities will form a Prequalification Evaluation Committee consisting of at least 7 members(an odd number)with expertise in planning,architecture,and commercial operation,as well as representatives from the host organization.
　　（2）资格预审评审包含符合性审查及入围评审。符合性审查未通过的申请单位不能进入入围评审环节。不符合报名要求的，则资格预审符合性审查不合格。
　　The prequalification evaluation includes both a compliance review and a shortlisting review.Applicants who do not pass the compliance review will not proceed to the shortlisting review.Non-compliant applicants will be disqualified from the compliance review.
　　（3）入围评审采用明标的方式进行评审。根据报名顺序编号确定汇报顺序，由项目负责人或主创设计师进行现场提案汇报，并回答评审委员会提问。汇报时间暂定不超7分钟，专家提问时间3分钟，具体细节届时通知。
　　The shortlisting review will be conducted openly.The order of presentations will follow the order of registration,with the project leader or chief designer presenting the proposal and answering questions from the evaluation committee.Presentations are tentatively set to not exceed 7 minutes,with an additional 3 minutes for questions from experts.Specific details will be provided later.
　　（4）结合概念提案现场汇报，资格预审评审委员会对进入入围评审的资格预审申请文件进行综合评审，评审内容包括申请单位的行业声誉、设计经验、项目业绩、拟投入项目的团队、概念提案等资料。从合格申请单位中评选出5家入围单位，同时评选出2家备选入围单位（有排序）。
　　The Prequalification Evaluation Committee will conduct a comprehensive review of the prequalification applications that advance to the shortlisting review,based on the concept proposal presentations.The evaluation will consider the applicant’s industry reputation,design experience,project achievements,proposed project team,and concept proposal.The committee will select 5 shortlisted entities from the qualified applicants,as well as 2 alternate entities(ranked).
　　4.2第二阶段-概念方案编制及评审阶段
　　Second Stage-Concept Proposal Preparation and Evaluation
　　在确定5家入围单位资格后，组织单位将组织现场踏勘与答疑，并向入围单位提供详细的设计参考资料。入围单位按照设计任务书要求，提交符合要求的设计成果文件。第二阶段方案评审委员会对提交的设计成果文件进行评审，评定出前三名获奖单位。
　　After confirming the qualification of the five shortlisted entities,the organizing entity will arrange site visits and Q&A sessions,and provide detailed design reference materials.Shortlisted entities must submit design deliverables that comply with the requirements outlined in the design brief.During Phase Two,the Evaluation Committee will review the submitted design deliverables，and identifies the top three award-winning units.
　　4.3第三阶段-概念方案深化阶段
　　Third Stage-Concept Proposal Refinement Phase
　　（1）主办单位在充分尊重评审委员专业评审结果的基础上，结合造价、工期、技术等因素，在前三名的获奖单位中，选定1家单位作为中选单位。
　　The Host will select one unit from the top three winners.,respecting the professional evaluations of the review committee and considering factors such as cost,schedule,and technical requirements.
　　（2）中选的单位将获得概念方案设计合同，承担飞龙湖科创研发中心及配套设施项目概念方案整合、深化设计工作。
　　The winning entity will enter into a contract for the conceptual design and will be responsible for integrating and refining the design for the Feilong Lake Science and Technology Innovation Research and Development Center and its supporting facilities.
　　（3）中选单位应配合深化至概念方案评审通过，且与项目后续设计单位进行解释说明，便于方案报规、初步设计及施工图设计的编制工作。
　　The winning entity must cooperate to refine the concept proposal until it is approved and provide necessary explanations to the subsequent design team to support the planning,preliminary design,and construction drawing phases of the project.
　　中选单位：第一名确定为中选单位，中选单位奖金人民币150万，获得概念方案深化设计合同，深化费用人民币450万，总计人民币600万元。
　　Winning Entity:The first-place winner will be awarded the contract and receive a prize of RMB 1.5 million.The winning entity will also be awarded the contract for the further development of the conceptual scheme,with a fee of RMB 4.5 million,totaling RMB 6 million.
　　入围（未中选）单位：各补偿人民币80万元。
　　Shortlisted Entities(Not Selected):Each shortlisted entity will be compensated with RMB 800,000.
