按照党中央及省委、省政府的人才决策部署相关要求，为加强与“一带一路”沿线国家及城市国际交流合作，吸引更多海内外优秀人才、技术、项目落地云南，加速促进创新要素向云南集聚，云南省科技厅、云南省教育厅、云南省商务厅、云南省人民政府外事办公室、共青团云南省委联合有关部门，决定组织举办第二届云南国际创新创业大赛，具体事宜通知如下：
In accordance with the talent development decisions of the Central Committee of the Communist Party of China and the requirements of the Provincial Party Committee and the Provincial Government,and to strengthen international exchanges and cooperation with countries and cities along the'Belt and Road'initiative,attract more outstanding talents,technologies,and projects from home and abroad to settle in Yunnan,and accelerate the convergence of innovative elements in Yunnan,Department of Science and Technology of Yunnan Province,Department of Education of Yunnan Province,Department of Commerce of Yunnan Province,Foreign Affairs Office of the People's Government of Yunnan Province,Yunnan Provincial Committee of the Communist Youth League of China in collaboration with relevant departments,have decided to organize the 2nd Yunnan International Innovation and Entrepreneurship Competition.The specific details are as follows:
一、支持领域
I.Supported Fields
根据云南产业发展需要，此次大赛面向生物医药、现代农业、新材料、装备制造、绿色可持续发展、新一代信息技术、人工智能、金融科技、文旅与健康等领域征集比赛项目。
According to the industrial development needs of Yunnan,this competition solicits projects in biomedicine,modern agriculture,new materials,equipment manufacturing,green and sustainable development,new generation information technology,artificial intelligence,financial technology,culture tourism and health,and others.

本次大赛分为成长组、初创组、种子组三个组别进行。

四、参赛条件
IV.Eligibility Criteria
企业（团队）参赛者应具有强烈的创新创业意愿，有明确的创新创业目标，有可行的创新创业方案，具备以下条件：
Enterprise(team)participants should have a strong willingness for innovation and entrepreneurship,clear goals for innovation and entrepreneurship,feasible innovation and entrepreneurship plans,and meet the following conditions:
（一）参赛基础条件
(I)Basic Eligibility
1．大赛特别鼓励南亚东南亚、欧美等国家相关领域的境内外创新创业人才参赛；
1.The competition strongly encourages participation from innovative entrepreneurs and talents in both domestic and international arenas,particularly from regions such as South and Southeast Asia,Europe,and North America engaged in relevant fields.
2．意向或已在云南省开展创新创业的境内外企业或团队均可参赛；
2.Domestic and foreign enterprises or teams that intend or have already engaged in innovation and entrepreneurship in Yunnan Province are eligible to participate.
3．参赛者可选择成长组、初创组或种子组三个组别参赛；
3.Participants can compete in three categories:Growth Group,Start-up Group,or Seed Group.
4．参赛企业（团队）所有成员无重大失信记录、无犯罪记录，遵守中华人民共和国法律；
4.All members of participating enterprises(teams)must have no significant records of creditworthiness issues and no criminal records and must comply with the laws of the People's Republic of China.
5．参赛项目应符合现行法律法规，现有产品、技术相关的自主知识产权须无纠纷。
5.The participating projects must comply with current legal regulations,and there should be no disputes regarding the existing intellectual property rights related to the current products and relevant technologies.
（二）组别参赛条件
(II)Group Participation Criteria
1．成长组
（1）参赛企业必须为境内外合法登记的企业；
（2）参赛企业经营规范，无不良记录；
（3）参赛企业工商登记日期为2015年1月1日以后登记；
（4）参赛项目主体不能为上市公司。
1.Growth Group
(1)Participating enterprises must be legally registered both domestically and abroad.
(2)Participating enterprises must comply with regulations and have no adverse records.
(3)The business registration date of participating enterprises must be after January 1,2015.
(4)The primary entity of the participating project cannot be a publicly-listed company.
2．初创组
（1）参赛企业必须为境内外合法登记的企业；
（2）参赛企业经营规范，无不良记录；
（3）参赛企业工商登记日期为2021年1月1日以后登记；
（4）参赛项目主体不能为上市公司。
2.Start-up Group
(1)Participating enterprises must be legally registered both domestically and abroad.
(2)Participating enterprises must comply with regulations and have no adverse records.
(3)The business registration date of participating enterprises must be after January 1,2021.
(4)The primary entity of the participating project cannot be a publicly-listed company.
3．种子组
尚未注册企业，项目发展还在策划、创意阶段的境内外团队。
3.Seed Group
Teams,either domestic or foreign that have not yet registered as companies and are still in the planning and creative stages of project development.
五、赛事流程
V.Competition Process
本届大赛采取“线上+线下”、“主赛区+分赛区”协同方式开展，在云南昆明设主赛区，在云南德宏设立中缅创新创业特别赛区，在新加坡、英国伦敦设立境外分赛区。
This competition will be conducted collaboratively,combining"online+offline"and featuring primary and sub-competition areas.The main competition will be in Kunming,Yunnan.A special innovation and entrepreneurship competition area for China-Myanmar collaboration will be established in Dehong Dai and Jingpo Autonomous Prefecture,Yunnan Province.And overseas sub-competition areas will be set up in Singapore and London,England.
初赛邀请相关行业专家及投资机构代表担任初赛评委，通过参赛者在大赛官网报名系统所提交材料，采取线上打分方式，对项目进行网络盲评，依据评分标准内容，最终得分80以上的项目晋级赛区复赛。
The preliminary rounds will involve industry experts and representatives from investment institutions as preliminary judges.They will evaluate the projects based on the materials submitted by participants through the competition's official website registration system.Online scoring will be employed for the blind evaluation of projects.Projects scoring above 80 points according to the evaluation criteria will advance to the semi-finals.
赛区复赛采用分赛区方式组织，各赛区按项目路演分数从高到低进行排列，前20%（向上取整）或排名前10的项目晋级决赛（两种方式取最大值）；同时，各赛区每个组别排名前20%（向上取整）或排名前4的项目晋级决赛（两种方式取最大值）。
The district semi-finals are organized using a segmented approach,with each district arranging projects based on their presentation scores in descending order,taking the top 20%(rounded up)or the top 10 projects,whichever is greater,to advance to the finals.Additionally,within each district,the top 20%(rounded up)or the top 4 ranked projects in each category also qualify for the finals,with the greater of the two criteria applied.
本届大赛决赛线下赛场设在昆明市，按成长组、初创组、种子组3个组别进行比赛。决赛将根据各赛区复赛晋级情况，按成长组、初创组、种子组3个组别进行路演，遴选出优胜奖。决赛排位前50的项目可进入云南国际创新创业营。
The final offline competition of this tournament will be held in Kunming City,with competitions conducted for the Growth Group,Start-up Group,and Seed Group categories.The finals will feature presentations in three distinct categories:Growth Group,Start-up Group,and Seed Group,based on the qualifying results from the respective regional semi-finals.Outstanding projects will be selected to receive awards.The top 50 projects in the finals will be able to participate in the Yunnan International Innovation&Entrepreneurship Camp.
参赛人选可以通过大赛官方网站（www.yiiec.com）报名通道在线报名，报名截止时间为2023年10月13日23:59，逾期不再受理。
Participants can register online through the official competition website(www.yiiec.com)by October 13,2023,23:59(UTC+8).Submissions must be on time to be accepted.

赛事流程分为赛前培训、报名、资格确认、初赛盲评、赛区复赛、决赛、赛后孵化培训、获奖项目尽职调查及成果转化需求对接等环节。大赛具体组织程序及决赛时间通过“科技彩云南”公众号及大赛官方网站发布。
The competition process is divided into pre-competition training,registration,eligibility confirmation,preliminary blind evaluation,semi-finals in each area,finals,post-competition incubation training,due diligence investigation of award-winning projects,and demand alignment for outcome transformation,among other phases.The specific organizational procedures and final event dates will be announced through the'Science and Technology Colorful Yunnan'official public account and the official competition website.
（一）赛前培训
(I)Pre-Competition Training
大赛将在泰国、老挝、缅甸、新加坡、印度尼西亚、英国等国家举办线上（线下）大赛培训活动，在全球范围内遴选优质项目及企业（团队）参赛。为帮助参赛企业（团队）更好地了解大赛流程、支持政策、参赛要求、奖项设置、商业计划书的撰写和路演评审时的规则和要求，大赛成立“YIIEC双创培训大讲堂”，采用“线上双语直播+线下参与”方式，举办4期决赛前培训，为参赛选手提供贯穿整个赛事期间的培训指导和孵化咨询服务。同时，本届大赛将在清华大学终身学习平台上设立在线学习项目，为参赛者提供线上课程。
The competition will hold online(and offline)competition training activities in countries such as Thailand,Laos,Myanmar,Singapore,Indonesia,the United Kingdom,and more to select high-quality projects and enterprises(teams)globally for participation.To help participating enterprises(teams)better understand the competition process,support policies,entry requirements,award structures,the preparation of business plans,and the rules and requirements for presentation evaluations,the competition has established the'YIIEC Entrepreneurship Training Lecture'.It will apply online bilingual live broadcasts and offline participation for four pre-competition training sessions,providing training guidance and incubation consulting services to participants throughout the competition.Additionally,this edition of the competition will offer online learning programs on the Tsinghua University Lifelong Learning Platform for participants.

（二）大赛报名
(Ⅱ）Competition Registration
自评符合参赛条件的企业（团队）自2023年9月11日起，登录云南省国际创新创业大赛官网（www.yiiec.com），根据参赛条件选择赛道及组别统一注册报名参赛。参赛者在进行注册和身份认证后，应提交完整报名材料，并对所填信息的准确性和真实性负责，如有不实，取消参赛资格。大赛官网是报名参赛的唯一渠道，其他报名渠道均无效。
Starting from September 11,2023,enterprises(teams)that self-assess as meeting the participation criteria can log in to the Yunnan International Innovation and Entrepreneurship Competition official website(www.yiiec.com)and,based on entry requirements,choose the track and category for unified registration and participation.After registration and identity authentication,participants should submit complete registration materials and be responsible for the accuracy and truthfulness of the information provided.False information will result in disqualification.The official competition website is the only valid channel for registration;other registration channels are not accepted.

（三）资格确认
(III)Eligibility Confirmation
在云南省科学技术厅设大赛组委会办公室，报名截止前，由大赛组委会按照真实、完整、信用原则，对参赛企业（团队）进行形式审查，对符合参赛条件且提交报名材料完整的企业（团队）确认参赛资格。相关部门对参赛企业（团队）背景情况等进行备核。对有问题的材料，组委会将及时联系项目负责人在规定时间内进行修改、更正，否则取消参赛资格。
Before the registration deadline,the Competition Organizing Committee,based at Department of Science and Technology of Yunnan Province,will conduct formal examinations of the participating enterprises(teams)according to the principles of truthfulness,completeness,and creditworthiness.Enterprises(teams)that meet the participation criteria and have submitted complete registration materials will have their eligibility for participation confirmed.Relevant departments will conduct background checks on participating enterprises(teams).For materials with issues,the organizing committee will promptly contact the project leader to make modifications or corrections within the specified time frame;otherwise,participation eligibility will be canceled.

（四）初赛
(IV)Preliminary Round
大赛邀请相关行业专家及投资机构代表担任初赛评委，于10月17日起通过参赛者在大赛官网报名系统所提交材料，依据评分标准内容，采取线上打分方式，对项目进行网络盲评，最终得分80以上的项目晋级赛区复赛。
The competition invites industry experts and representatives from investment institutions to serve as preliminary judges.Starting from October 17,2023,they will use the materials submitted by participants through the competition's official website registration system to conduct online blind evaluations of the projects based on the evaluation criteria.Projects scoring above 80 points will advance to the regional semi-finals.

（五）赛区复赛
(V)Regional Semi-finals
根据初赛盲评情况，在每个赛区采用混组方式组织赛区复赛，每组5位评委参加，采取“线下+线上”的形式进行。由大赛组委会统筹，各分赛区组织项目参赛，科学制定项目路演时间。无法到达赛场的参赛者通过线上方式参赛。每个项目15分钟，其中项目介绍10分钟，评委提问5分钟。参赛者需做好比赛准备（包括制作10分钟路演PPT、展示样品等）。每个企业（团队）答辩人员不能超过2人。
Based on the results of the preliminary blind evaluations,the regional semi-finals will be organized in each semi-finals area using a mixed grouping method.Each group will have five judges,and the competition will be conducted online-offline combined.The organizing committee will coordinate,and each semi-finals area will organize project participants while scientifically scheduling project presentation times.Participants unable to attend in person will participate online.Each project will have 15 minutes,with 10 minutes for project presentation and 5 minutes for judging questions.Each enterprise(team)should have at most two defense team members.
为确保大赛公平性和涉及领域项目平衡性，各赛区按项目路演分数从高到低进行排列，前20%（向上取整）或排名前10的项目晋级决赛（两种方式取最大值）；同时，各赛区每个组别排名前20%（向上取整）或排名前4的项目晋级决赛（两种方式取最大值）。
To ensure equity in the competition and maintain a balanced representation across fields,projects in each regional competition will be ranked based on their presentation scores,with the top 20%(rounded up)or the highest ten ranked projects,whichever is greater,advancing to the finals.Moreover,within each regional competition,the top 20%(rounded up)or the highest four ranked projects,whichever is greater,in each category will also enter the finals.
1．昆明赛区复赛时间：2023年11月8日至11月10日；
2．德宏赛区复赛时间：2023年11月6日至11月9日；
3．伦敦赛区复赛时间：2023年11月4日；
4．新加坡赛区复赛时间：2023年10月27日。

（六）决赛
(VI)Finals
本届大赛决赛线下赛场设在昆明市，按成长组、初创组、种子组3个组别，采取“线下+线上”的形式进行比赛。根据各赛区复赛晋级情况，分组别进行路演，每个项目15分钟，其中项目介绍10分钟，评委提问5分钟。每组5位评委参加，每组分数从高到低排列，遴选出优胜奖。决赛排位前50的项目可进入云南国际创新创业营。
The final round of the competition for this year will take place in Kunming City,divided into three categories:Growth Group,Startup Group,and Seed Group.The competition will adopt a combined"offline+online"format.Based on the performance from the Semi-finals in different regions,teams will be grouped by category and given a 15-minute presentation slot.Each presentation will comprise a 10-minute project overview and a 5-minute Q&A session with the judges.Each group will have a panel of 5 judges,and the projects will be ranked from highest to lowest scores to select the winners.The top 50 projects in the finals will be able to participate in the Yunnan International Innovation&Entrepreneurship Camp.

（七）大赛联赛绿色通道机制
(VII)“Green Channel”Mechanism for Competition League
本届大赛向参赛项目及团队开通参与朝阳国际人才创业大会（ITEC）全球创业赛、亚太经合组织城市可持续发展和科技创新竞赛、BEYOND国际科技创新博览会3大赛事的绿色通道机制。通过云南国际创新创业大赛组委会审议，经以上战略合作方评选且通过后的本届大赛参赛项目（团队）可直通进入朝阳国际人才创业大会（ITEC）全球创业赛、亚太经合组织城市可持续发展和科技创新竞赛、BEYOND国际科技创新博览会的相应环节，获得展示项目、寻求合作的机会。参赛项目（团队）需在绿色通道赛事相应截止日期前向云南国际创新创业大赛组委会提出申请。
The competition has established a“Green Channel”mechanism for participating projects and teams to have direct access to the Global Entrepreneurship Competition of the Chaoyang International Talent Entrepreneurship Conference(ITEC),APEC Innovating for Public Urban Technology Transformation Competition(IPUT),the BEYOND International Technology Innovation Expo.The projects(teams)participating in this competition will be reviewed by the Yunnan International Innovation and Entrepreneurship Competition Organizing Committee and selected by the above-mentioned strategic partners.These selected projects(teams)will have direct and convenient access to the corresponding stage of the aforementioned competitions.This provides participants with opportunities to showcase their projects and seek cooperation.Participants(teams)must submit their applications to the Yunnan International Innovation and Entrepreneurship Competition Organizing Committee before the“Green Channel”competition event deadline.
（八）云南国际创新创业营
(VIII)Yunnan International Innovation&Entrepreneurship Camp
决赛后，组委会将与清华大学东南亚中心共同组织“云南国际创新创业营”孵化培训活动，同时为参赛选手对接产业资源和金融资源，实现双招双引。大赛创新创业营鼓励所有晋级决赛的团队报名参加，赴昆明对当地企业、孵化器、高校等进行实地考察、调研。完成为期3天的专属创新创业加速课程学习任务且符合条件者，将获得清华大学终身教育处颁发的学习证书。
After the finals,the organizing committee will jointly organize incubation training activities with the Tsinghua University Southeast Asia Center,known as"Yunnan International Innovation&Entrepreneurship Camp".To facilitate contestants'access to industry and financial resources while achieving local investment attraction and talent recruitment,the competition encourages all teams that advance to the finals to register and participate in field visits and research in Kunming.This includes engaging with local enterprises,incubators,and universities.Participants who complete the exclusive 3-day innovation and entrepreneurship acceleration program and meet the requirements will receive a learning certificate from the Tsinghua University Office of Lifelong Education Administration.

（九）获奖项目尽职调查
(IX)Due Diligence Investigation of Award-Winning Projects
决赛后组委会将对所有获奖企业（团队）和项目开展尽职调查和实地核查，逐一形成尽职调查报告，在大赛官网上公示获奖名单，接受社会监督。
After the finals,the organizing committee will conduct due diligence and on-site investigation for all award-winning enterprises(teams)and projects.Each will undergo meticulous due diligence,resulting in due diligence reports.The list of award recipients will be publicly disclosed on the official competition website and subjected to scrutiny from the public and stakeholders.
（十）双招双引暨成果转化需求对接
(X)Local Investment Attraction and Talent Recruitment,and Transformation of Scientific and Technological achievements to Connect the demands
1．成立大赛国际金融机构联盟。由云南省金融机构联合全球创投机构成立大赛国际金融机构联盟，参与大赛赛前培训、项目评审、项目孵化、资金支持等工作，全方位为大赛参赛者进行金融素养培训，为云南筛选出具备市场竞争力的参赛项目和团队并进行孵化和落地。
1.Formation of the International Financial Institutions Alliance for the Competition.The International Financial Institutions Alliance for the Competition has been established by collaborating with financial institutions in Yunnan province and global venture capital organizations.This alliance actively engages in various aspects of the competition,including pre-competition training,project evaluation,project incubation,and financial support.Its primary mission is to provide comprehensive financial literacy training to competition participants,facilitating the selection,incubation,and implementation of competitive projects and teams in Yunnan's market.
2．打造YIIEC孵化中心。组委会在决赛后将成立大赛孵化服务小组，打造YIIEC孵化中心，搭建云南面向南亚东南亚科技创新中心产业需求库，为获奖项目提供联合办公及交流空间，助力项目成长。需求库由生物医药、现代农业、新材料、装备制造、绿色可持续发展、新一代信息技术、人工智能、金融科技、文旅与健康等领域已在云南和南亚东南亚落地的重点企业发布产业科技攻关痛点和难点等需求信息，为参赛选手提供产业链上下游支持。
2.Establishment of the YIIEC Incubation Center.After the finals,the organizing committee will establish a competition incubation service team and create the YIIEC Incubation Center.The committee will also build an industry demand repository for the Yunnan region,focused on South and Southeast Asia,to provide collaborative co-working and exchange spaces for award-winning projects,thereby facilitating their growth.This repository encompasses key sectors,including biomedicine,modern agriculture,new materials,equipment manufacturing,green and sustainable development,new-generation information technology,artificial intelligence,financial technology,culture tourism and health.It features critical information on industry-specific technological challenges and bottlenecks from prominent companies already operating in Yunnan and South/Southeast Asia.It offers comprehensive support throughout the entire industrial value chain to participating contestants.
3．面向全球开展合作对接。通过发布会、各分赛区赛前宣传推介和赛后对接等方式，在推介大赛的同时，面向泰国、新加坡、老挝、缅甸、印度尼西亚、英国等国家，收集合作需求清单，组织国内外相关企业开展合作对接，推动全球优质创新资源与云南产业需求精准对接，打造国际孵化器，力争吸引更多国际化人才来云南创业发展，实现为云南招商引资、招才引智的目的。
3.Integration into the Global Cooperation Chain.Press conferences,pre-competition promotional events in various regional divisions,and post-competition networking activities will help promote the competition and gather collaboration demands from countries including Thailand,Singapore,Laos,Myanmar,Indonesia,and the United Kingdom.We will then facilitate collaboration and networking between domestic and international enterprises,fostering precise connections between high-quality global innovation resources and the industrial demands of Yunnan.This effort will establish an international incubator,strive to attract more international talent to start businesses and develop in Yunnan,and achieve the goals of investment attraction,talent attraction,and technology attraction for Yunnan.
六、支持措施
VI.Support Measures
（一）经费支持
(I)Monetary rewards
1．成长组
1.Growth Group
成长组最终选拔出一等奖1名、二等奖2名，三等奖3名。其中，获一、二、三等奖的云南企业，分别获得40万元、30万元、20万元经费支持；获一、二、三等奖的非云南企业，在2年内落地云南，完成工商登记手续后可分别获得40万元、30万元、20万元经费支持。落地要求为在滇登记注册企业时，企业法定代表人（新注册公司）或企业负责人（成立分公司）必须属于参赛团队核心成员。
The Growth Group will select one winner for the 1st Prize,two for the 2nd Prize,and three for the 3rd Prize.Yunnan-based companies that receive 1st,2nd,or 3rd Prizes will receive monetary rewards of￥400,000,￥300,000,and￥200,000,respectively.Non-Yunnan-based companies that receive 1st,2nd,or 3rd Prizes and establish themselves in Yunnan within two years,completing business registration procedures,can receive monetary rewards of￥400,000,￥300,000,and￥200,000,respectively.The requirement for establishing in Yunnan is that the legal representative(for new companies)or company leader(for branch offices)must be a core member of the participating project.

获奖企业（团队）前5名直接入选“智汇云南”计划。参赛企业（团队）中外籍人才在云南开展创新创业和合作研究的，享受每人12万元经费支持。
The top 5 award-winning companies(teams)will be directly included in the Yunnan Intelligence Union Program.Foreign and domestic talent participating in Yunnan's innovation,entrepreneurship,and cooperative research will receive monetary rewards of￥120,000 per person.

1．获奖企业（团队）符合条件的可获得云南省科技金融结合专项补助资金（科技创业投资风险补助、科技贷款补助、科技贷款担保补助和科技型中小企业科技保险保费补助）申报资格；符合“贷免扶补”创业担保贷款扶持政策条件的，择优推荐；
1.Award-winning companies(teams)meeting the criteria can apply for special subsidies from Yunnan Province for technology and finance integration,including technology entrepreneurship investment risk subsidies,technology loan subsidies,technology loan guarantee subsidies,and technology insurance premium subsidies.Those meeting the conditions for the"loan exemption,guarantee,and support"policy for entrepreneurial guarantee loans will be recommended competitively.
2．获奖企业符合条件的可备案为云南省科技型中小企业，推荐纳入云南省高新技术企业培育库；获奖团队在云南注册企业的，可备案为云南省科技型中小企业；
2.Award-winning companies meeting the criteria are eligible to be registered as technology-based small and medium-sized enterprises(SMEs)in Yunnan Province and recommended for inclusion in Yunnan Province's high-tech enterprise incubation database.Award-winning teams that register companies in Yunnan can be recorded as technology-based SMEs in Yunnan.
3．获奖企业符合“省级小企业创业示范基地”、“国家级小型微型企业创业创新示范基地”申报条件的，择优推荐；
3.Award-winning companies meeting the conditions are recommended on a competitive basis for"Provincial Small Business Entrepreneurship Demonstration Bases"and"National Small and Micro Enterprise Entrepreneurship and Innovation Demonstration Bases"applications.
4．获奖企业（团队）符合条件的择优推荐进入云南省各类创业平台；获奖团队在云南创办的企业，落户省级科技企业孵化器、大学科技园、众创空间、海归创业园及各类创新创业园区，园区将协助申请享受相关创新创业政策；
4.Award-winning companies(teams)meeting the criteria are recommended on a competitive basis to enter various entrepreneurship platforms in Yunnan Province.Award-winning teams that establish companies in Yunnan and settle in provincial-level technology enterprise incubators,university technology parks,co-working spaces,returned overseas Chinese entrepreneurial parks,and various innovation and entrepreneurship parks will receive assistance in applying for relevant innovation and entrepreneurship policies.
5．获奖企业（团队）可获得创业导师的创业辅导以及创业政策、创业融资、商业模式、市场开拓等方面的培训；
5.Award-winning companies(teams)can receive entrepreneurship coaching from mentors and training in entrepreneurship policies,financing,business models,market expansion,and other aspects.
6．对有意向在云南创新创业的南亚东南亚高新技术企业法定代表或投资人新申请或延期外国人来华工作许可，提供便利服务；对大赛各组别获奖团队中应届优秀外国留学生（取得学士以上学位），允许免除工作经历要求申请来华工作许可。
6.New applications or extensions for foreign work permits in China will be facilitated for foreign nationals who intend to innovate and start businesses in Yunnan,including legal representatives or investors of high-tech enterprises in South Asia and Southeast Asia.Outstanding foreign students(holding bachelor's degrees or higher)among the award-winning teams in all competition categories can apply for work permits in China without meeting work experience requirements.
获奖企业（团队）如承担有云南省科学技术厅各类在研项目的，必须在大赛结束前完成已立项项目验收工作，方可享受以上支持政策。在首届云南国际创新创业大赛中已获奖项目，不得重复参赛。
Award-winning companies(teams)that undertake research projects from the Department of Science and Technology of Yunnan Province must complete the project acceptance work before the end of the competition to enjoy the above support policies.Projects already won awards in the 1st Yunnan International Innovation and Entrepreneurship Competition are not eligible for repeat participation.
（三）优秀组织奖励
(III)Outstanding Organizer Awards
从获优胜奖的企业和参与大赛组织的机构中，遴选出5家领导重视、组织得力、管理规范、推荐效果好的单位，每家给予4万元经费支持。
Five outstanding organizing units will be selected from the companies that have received outstanding awards and the organizations participating in the competition.These units are recognized for their leadership,effective organization,standardized management,and excellent recommendations,and each will receive monetary rewards￥40,000.
七、其他事项
VII.Other Matters
（一）本届大赛不收取参赛人选任何费用。
(I)This competition does not charge any fees to participants.
（二）资格审查贯穿全过程，参赛人选提交的材料有造假等不合规、不合法现象的，一经发现，立即取消参赛资格，已发放资金的，追回资助资金，并追究相关责任。参赛项目涉及知识产权纠纷的，由参赛人选自行承担一切责任。
(II)Qualification review will be carried out throughout the entire process.If materials submitted by participants are found to be fraudulent or violate regulations and laws,participation will be immediately canceled.Reclaimed funds and relevant responsibilities will be pursued.Participants are responsible for any intellectual property disputes related to their projects.
（三）参赛人选本着自愿原则参加本次大赛，须自觉遵守大赛规则，对相关政策问题及时沟通联系。
(III)Participants voluntarily participate in this competition and must willingly adhere to the competition rules.They are required to communicate and address any policy-related issues promptly.
（四）各大赛指导单位、支持单位，各州（市）科技局、商务局、团委、教育体育局，高等院校、科研院所要加强对大赛的宣传动员，积极组织创业企业和团队报名参赛；积极动员高校留学生、外籍科研人员、自主创业青年、南亚东南亚国家创业团队（初创企业）等创新创业群体报名参赛；积极为参赛的企业和团队提供支持，配合做好大赛宣传培训、跟踪服务、成效统计等工作。
(IV)The competition's guiding units,supporting units,science and technology bureaus,department of commerce,youth leagues,education and sports bureaus,universities,research institutions,and others should intensify promotion and mobilization efforts.They should actively encourage entrepreneurship enterprises and teams to register for the competition.Efforts should also be made to motivate university students,foreign researchers,independent youth entrepreneurs,and startup teams from South Asian and Southeast Asian countries to participate.Active support should be provided to participating enterprises and teams,and activities such as competition promotion,training,follow-up services,and performance evaluation should be carried out in cooperation.
